Can someone please explain what this is? What it does? And how it is accessed.
The commit text is pretty vague.

Start pipzap and zap service to rotor.
See icon dishpip.

What do you mean "zap service to rotor"?
What does it do? Can't see any icon.

go to service on not motorized LNB.
Then put into pip some service from motorized dish . When will be dish moving, there will be same picture, as for standard moving.
It missed here.
