Same as you would add any other e2 compatible pug in on openpli i would guess.
(Please advise as i am a newbie my self).
Ruya plug in is a premium iptv service that has plug ins for e2, android, kodi and mag boxes.

This info is given in the wiki for installing a softcam, should be the same for an external plug in
Or install a softcam manually by storing the *.ipk file on a storage medium of your enigma tuner and then:
Menu > Setup > Software management > Install local extension > select medium where you store the *.ipk file.

Supply a bitbake recipe with a pointer to the source and I will probably add it.
* Wavefrontier T90 with 28E/23E/19E/13E via SCR switches 2 x 2 x 6 user bands
