Hi.
after a download WDR always empty.After a zap to the channel,its ok.why?

This can have different reasons.

1. The xmltv file does not contain data. did check it and it contains data.
2. The link is broken in the channels file.
3. You are watching a version of WDR which we do not have in our channels file. Because channel moved, a new channel or whatever.

Since it is not 1. (checked this) we have to check our channels file. But for doing that we need the service reference of the actual channel your watching.

PS: when you have epg data after switching to the channel itself is due to the EIT epg, which becomes available after tuning to a channel.
