I have a 2TB 2,5" Samsung laptop disk in a USB2 enclosure, works fine, no power issues.

This is a shingled (SMR) disk (Seagate calls them backup disks), so you might have issues with it under heavy I/O. But there are no 2,5" non-SMR disks > 2TB, other than my Samsung, and that is end-of-life, so for large disks you don't have a choice.
