With DTT you can, like with satellite, scan using the broadcasted NIT (network information table) instead of the predefined region list. Just select "Yes" for "Network scan" when doing a manual or automatic scan.
Although I doubt that will fix things, if I look at the definition of the region "Italia (Europe DVB-T/T2)", it does include all available channel frequencies.
This smells more like a reception issue?

There are no codecs, DVB audio and video is processed in hardware, so it either works, or it doesn't. If the hardware doesn't support HVEC, but the channel uses it, it will never work.
It is received fine though, so you could for example stream all your channels it to a device that does support HVEC, and use that to watch.
To be clear, when you wrote "channels are not visible" I thought you meant you can't find the channels in the list. But you mean when you zap to them, there is no audio / video?

"TerrestrialBouquet" plugin should scan Italian channels. No need for settings. It should be in PLi develop feeds if WanWizard has had the time to add it.
Just setup the plugin (it is in the tuner menu) and then do an enigma manual scan. Set scan for T and T2. After the scan you should have a working Italian terrestrial bouquet.

It is added to develop, not to a release image afaik.
You should not need a plugin to scan DVB-T, the standard scan works fine, either using the terrestrial.xml, or using a network scan. Or even a full frequency scan if you don't trust the NIT.

He said settings don't work. So obviously wants a working bouquet for Italian terrestrial. Manual Scan does not create bouquets... but if you add the plugin Manual Scan does create the bouquet.

True. But we don't know why the settings don't work, it could also be lamedb entries are missing (which can be fixed with a scan).
