You've been told wrong. Currently, the latest version is 9.0-release.
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Ultimate (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)
Due to my bad health, I will not be very active at times and may be slow to respond. I will not read the forum or PM on a regular basis.

I told him the following:
The streamrelay code is not in 9.0 release, he will have to use dedicated/modified bouquets on 9.0. The stream relay code is in the nightly/developer image. That code will be in 9.1 when released.

No, the other way, whitelist depends on oscam so if oscam is not installed and you try to install the whitelist , oscam will be installed too.
