Why are there so many unnecessary plugin updates? When running Software update, often all installed plugins are listed for update, even if nothing has changed.

Because they have a dependency to enigma2, so if that is changed, the plugin is rebuild too.

That is not necessarily true, plugins are not isolated pieces of code, they are closely tied into Enigma's internals. Which means that if those internals change, the plugins need recompiling as well.
The question that should be asked is if all the plugins that currently have dependencies to enigma2 should have them. In general, if they are python only, they shouldn't, as Enigma changes at that level would also trigger code changes in the plugin, which in turn would trigger a rebuild. It does for example for a plugin like servicemp3.
Something a developer should look into, to determine if the close tie actually exists.
