So as I mentioned when you define the VU+ RCU with the TV code then the Volume+ / Volume- are using the TV code and no longer the VU+ code.

check if you have selected AC3/DD audio as default or in some channels. If yes change to MPEG. AC3 is typically quite a bit quieter.
