Is there an app on an Android box that can play pluto tv services from multiple countries without vpns like the enigma2 plugin?

I use TiviMate but there are others as well.

Looks like it only add something to gstreamer and not for live tv…

TiviMate is empty when started for the first time, could I ask please where do you find the m3u lists for the different countries of pluto for example fr, it, de etc?

You will have to run a docker container to generate your own lists because it's illegal to host them.
