Looks like you want a personal feature.

I just need to improve how timeshift handles minor interruptions.

And then you cannot do delays in exact fractions of seconds… as due to frame types in dvb this will be most times (depending on the transmissions) steps of half a second…. Then you still need to delay audio… and then in less than 5 min or so you can finetune again…. Actually a lot of work in software, then to get it synchronized and then re-sync multiple times during a transmission. As I told before the idea sounds good and easy, but Technicaly it never will work.

If you need to correct for remote card server interruptions this is not the way.

 

And you should have been clear what you were asking from the start.
