if i change the skin.xml to

then i got a SD resolution with a dead skin. Normaly everything should be smaller and a real FullHD Skin must look sharper.

this is true and expected behaviour as only et6x00 and et9x00 provide full hd framebuffer support with bmem>=210MB.
