don't know if it helps to solve this issue but I did some tests with TCM recording on my vuduo and here are my findings:
1. [<<] rewinding does not work at all on recordings from this channel:
picture is frozen, progresbar keeps moving forward (!), and, after some time, playback starts from the beginning (more quickly if you increase a rewinding speed)
2. [>>] fast forwarding works only when speed is set up up to 8x, if you try more the symptoms similar as with rewinding appear
3. reconstructing sc/ap with plugin does not help
4. removing sc file solves the winding issue

OK, I could try some other sites but I think you already diagnosed the problem after looking into blzr's log:

Does it mean it is TCM's fault?

I could diagnose a bit, but that did not explain the non-working (re)winding. So a stream is still needed.

Weill, I actually checked several more channels from the same transponder and they all behave the same as TCM (Cartoon Network, Disney Channel, Cartoon/TCM), so it looks like the problem is for at least the whole transponder, not just 1 channel.
MiLo, if you wish to diagnose a bit, where can I upload the stream so that you can download from there? Zipped file has about 60 MB.

Managed to download that one. Found a fix too, this fixes it for this file, so it should work on all recordings from that channel.

How can I access the fix?
Do you think it will fix other channels on the same transponder, too?

just tested, it fixes problem on recordings from all channels on this transponder
