Why streaming ? You can mount shared PC's folder and playback files without conversion.
But when you need it, use VLC player plugin and on PC install VLC (www.videolan.org).
How it make is there on forum plenty. Look for vlc player plugin or so...

1) install VLC on PC, find .host file (C:\Program Files\VideoLAN\VLC\lua\http\.hosts) and edit it - remove "#" before line 192.168.1.0/16 or add Box's IP under section "# private addresses"
2) create link on desktop and in link change target command to:
"C:\Program Files\VideoLAN\VLC\vlc.exe" --extraintf=http
3) install VLC Video Player plugin and there create server - ip address PC, where is VLC installed

use version < VLC 2.0.5, because for 2.0.5 must be set in advanced setting one value and i forgot it ( it is wroted somewhere on forum)
Thats all.

I found it: for VLC 2.0.5:

Set "rate control buffer size" there in VLC's advanced options (All) to nonzero value. In older version was there 1835008. ( F.eg 200000 - less delay in streaming, but wrong quality )

write in ALL to "search" text: rate control buffer size
you will get to FFmpeg and there is this options
