I guess that if you are part of the intended audience you will have the means to do so. Otherwise it's illegal, see board rules.

So far I have watched the BBC on Astra 28.8 E. Now he's gone and I was wondering if you where to broadcast unencrypted. Apparently, at 27.5 W BBC is encoded. I'm looking for free to air. Obviously I'll have to buy a lot of 3 meters antenna, so I can look forward to the 28.8 E, where the BBC is uncoded.

BBC is still on 28.2. It just that the footprint has changed. That means that apparently you are not the intended audience. It may sound very harsh, but apparently the BBC doesn't want you to see their programs. Everything you try to workaround that is more or less illegal.

I guess using a 5 m dish is indeed legal, as opposed to trying to decode encrypted streams.
