what is the difference between the 28.2E and 28.4 E scan?
Nothing. You can use any number you want, the box doesn't use it, it simply tunes into whatever your LNB can receive.
Until you start using something that requires the correct orbital, like for example EPG import. And then you notice that 28.2 works, and 28.4 (or something else) doesn't.
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Ultimate (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)
Due to my bad health, I will not be very active at times and may be slow to respond. I will not read the forum or PM on a regular basis.

Use the correct satellites.xml file. Like for example the one that was in your image when you flashed it.
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Ultimate (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)

This I have in the channels file:

Can you post your satellites.xml file from /etc/ or /etc/enigma2/ or etc/tuxbox/
(I am not sure where this resides on the VTI image)

PS: After you change this, I presume you have to select this sat in the Disceq settings of your receiver. Do not really know, but I suspect it is needed.

And even 28.4 is not correct.
There are 3 satellites at this position (actually 5, but only 3 are used)
So puritans could argue to be absolutely correct you have to denote:
Astra 2E 28.33°E with 11B0000
Astra 2G 28.2°E with 11A0000
Astra 2F 28.13°E with 1190000
However the industry has agreed to call all these satellites to be at position 28.2 E.
Let's keep it this way to avoid confusion.
Kingofsat and Lyngsat list all these sats as 28.2 E

You need to get rid of your custom satellite.xml, it's wrong, if only because you have and 28.2 and 28.4, which are the same set of satellites.
Use one that is correct, and then scan.
