From the import log it is clear the plug-in does not want to download the French file. And this from at least two servers.
I have checked those two servers and the French file on them. The servers and the files are OK. The files download perfectly and import perfectly.
So, the files are not the problem.
And If you do not have the files (because the plug-in does not download them) no import can happen.
The reason why you do not have import, and the plug-in is stuck is because you cannot download the files. (I have edited this a bit)

The servers and files are OK.
So why is there no download:
1. Internet connection failed?
2. Network stuck somewhere?
3. Something crashed in your box?
I would not know. Everything I have any influence on has been checked. Files and servers are OK (in this respect)
Maybe you can do the following:
Open your epgimport.log you got earlier
Get the url from the line: [EPGImport] Downloading: ...........
Open now a telnet session
put this command in telnet:
wget the.url.you.got.from.above -O /tmp/epgimport.gz
The xmltv file should be downloading now.
If not, you have an internet problem.
But we can keep running in circles about this.
Try this:
Close your receiver down with the menu. Deep standby
Switch off the power. Make the receiver powerless. Unplug the power if you need to.
Wait 5 minutes.
Power back up.
Now try to import.
