I have IPTV channel list as below (links removed). With XMLtv Import I get EPG for Comedy HD and SD, Cult HD and SD and Classic HD and SD while nothing for the others. Any help please?

The way your are trying this works only if the service refs are present in the lamedb. Nothing wrong with this method. Only you need the channels to be present in the lamedb.
If you have to possiblility to scan 13 E (hotbird). Just perform a sat scan, and the lamedb will be updated.
If you do not have this obtain a recent lamedb for 13 E (and possible other sats) and copy that to /etc/enigma2/
I could post you mine, however I have not scanned 13 E for some time, so it possible not up-to-date.

Each image should do that automatically. On shutdown the epg is written to teh epg.dat file. This file is being read upon start-up.
Normally the file is being written to the HDD. When an HDD is not present the file is written to another suitable location. Where? depends on the imaga and the settings they have chosen.
You can find this setting in: /etc/enigma2/settings
config.misc.epgcache_filename=/media/hdd/epg.dat
You can change this. But you have to do it with enigma stopped.
Stop enigma in telnet with: init 4
After you changed the settings file, restart enigma with: init 3

It has EPG of cielo from DTT, which is different.

You are right, but at 12:50 cielo had different program on air and showed correctly on channel epg.
EPG import showed Sky Tg24 Giorno at same time.
I think this is correct:
