But to solve seek ok OpenPli there is a plugin for this ?

Fast Forward/Backward like in timeshift is not working the only thing that works is the skip in time with long press to >> (skip backward I should test it).

It depends on which player you are using on your system the fast forward is working with gstreamer but it doesn't work with extexplayer.
So what is always working is the jump.
And since gstreamer is not that efficient with IPTV I use exteplayer for it.

Just tested it with a video from here:

Press pause. Then use 1, 3, 4, 6, 7, 9 number keys for seeking (forwards or backwards). Press pause again and video will continue. Works here without problems on a Quad4k with rc 7.2.
Only fast forward/rewind don't seem to work (or I don't know how).

Which player are you using? Did you install ServiceApp on your box and define either gstreamer of exteplayer?
From experience fast forward/rewind never work very well, so use skip fonction which is working fine.
Even on a recording on the internal HDD you can have trouble with some boxes with fast fwd/rwd so don't expect to have a properly working one for an IPTV stream.
