I can't tell, because I wouldn't know what's the difference between the one in the feed. That's version 11209 and that one works fine with the Dutch cards. Depending the card subscription it also works ok.
Mijn schotel is een T90 met 10 LNB's. Daarnaast voor de fun nog een draaibaar systeem met een Triax TD 78.
Dreamboxen heb ik niet meer echt actief. Verder heb ik ook nog een een VU+ duo2 met 500Gb harddisk + een VU+ Uno, Zero, Solo 4K, Ultimo 4K, Zero 4K, Uno 4Kse. + ook nog een Xtrend ET7x00. Daarnaast heb ik ook nog diverse andere modellen w.o. een Formuler F4, ET8500, ET7500, Mut@nt 2400HD, Xsarius Fusion HD se en verder nog wel het e.e.a. waarmee op verzoek vanalles wordt getest. Iemand moet het tenslotte doen. 
Los van de eerder genoemde modellen heb ik nog wel een rits aan testsamples als Mut@nt 2400HD, HD60, GB UE4K, GB Trio4K, Maxitec Multibox combo en Twin, Octagon sf8008, sf8008 mini en last but nog least enkele modellen van het Grieks Duitse Edision.
Voor centrale opslag van media gebruik ik een Qnap 219P met tweemaal 2 Tb harddisks + een Synology DS414 met 12 Tb Totale opslag.

because oscam have separate version of OpenPli like oscam_1.20-rev-11209-Pli-4.0.rar

Just install a trusted oscam from the feed (say "yes" somewhere during the first setup wizard). Menu, plugins, download, softcam.
No need to muck about with shady "rar" files.

but not in openpli 4.0 image

Milo you missed the part about "private" oscam, this means some kind of patched oscam so the guy can use tweak keys or any kind of special overencrypted channels of some kind of provider. He isn't interested at all getting any other oscam running, only his own special "private" version.
Oscam is often misused as a base softcam and people sell them with additional "private" functions in them. I think the same happened here.

"Private" oscam versions is not something we should encourage. Oscam is OPEN SOURCE software. Any modifications should be public, including the source. What these guys are doing is illegal and contra-productive, they're misusing the effort the Oscam team has spent.

i download this file libssl0.9.8_0.9.8x-r15.0_mips32el.ipk
and it's working now....

The whole point of the GPL license is that you, as an end user, always have the possibility to keep using the software without having to depend on some third party for "support". It's not the rights of the oscam authors being violated here, it's YOUR rights.

I have downloaded oscam, some months ago, from the plugins/softcam menu of Open Pli. It shows build version OSCam r11213. I would like to know if it is updated regularly, I mean if I uninstall and reinstall from the softcam-menu, do I get a new version (Or since its working ok, why mess with it )

Yes, whenever needed. And you don't have to uninstall anything, if you update, it will install a newer version if available.
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Ultimate (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)
Due to my bad health, I will not be very active at times and may be slow to respond. I will not read the forum or PM on a regular basis.
