There is some paperwork in the box you have to fill out and send to the local telecom guard, here in The Netherlands its called "Agentschap Telecom"
They will assign and register a specific 10 Ghz frequency for your usage on the site where you want to install it.
Without the paperwork and approval its illegal usage. Therefor are the 2.4 Ghz and 5 Ghz populair since you can use it without approval and license (as long as you use it within the powerlimits and assigned channels)

Licensed vs. unlicensed . We have been using a 60 GHz beam for several years at my work (and an infrared laser as well, nice toys...)
Anyway, yes, it sounds sensible to not use 10 GHz devices in the environment of a satellite dish
