Why do you want to reduce the number of possible volume steps in the first place?

Some channels have a different volume.
It allows the user to change the volume quickly or slowly.

I think reasonable steps are 3 to 5... but not 1-10.

So 5 is already on the upper limit.

I do not see the problem at all... there are channels that have full volume due to ac3. Downmix or arrange the volume via the tv
With this wierd work-a-round you only limit volume steps...

I would suggest to enable the Automatic Volume Leveller (AVL) option, which is present in many TV sets.

The approach is wrong. I can see where it comes from, but this is not the solution. It takes away completely the possibility to set the volume in small steps. A better solution would be to increase the step if the volume buttons are kept depressed ("long" press) or to add a set of alternative "long step" volume button functions that can be assigned using hotkey.

Another problem with this approach is that the volume interface actually only has 32 or 64 (according to who you ask) steps, you will get weird behaviour if you try to fit these on 10 steps e.g.
