Can someone write a plugin to support pcloud (pcloud.com) on the Enigma?

What is your use-case? If you want something, you need to convince the person who is going to make it from spending his (or her) free time on it.
I doubt it can be used for video, internet latency will be a problem... From an implementation point of view, a filesystem implementation would be the best, as it is already available in source for linux.
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Pro (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)
Due to my bad health, I will not be very active at times and may be slow to respond. I will not read the forum or PM on a regular basis.

Of course You are completely right. I just really don't know how hard it is to compile from the open source code into the binary for a specific architecture.
I do not think that the official author of the project was to release the source code if a compiled binary was not working as it should. This would not make sense. For example, on the desktop app (x86 x64) no latency stream video, even for Blu-ray.

You can not directly compare desktop apps with the STB. For example, because most desktop apps will buffer Gb's if they get the chance (to avoid latency related issues), and your STB can not do that.
