With BA you can't do online update, it's for sure.

But the question remains, why some users have problem with FTP and others don't.
In meta-dream we have just a bbappend to inherit upx_compress for small flash boxes.
Nothing more.
I checked it on the build server dm900/dm920 to be sure.
Dreambox dm920, Uclan Ustym4Kpro, Gigablue UHD TRIO 4K and Dreambox dm8000. Wavefrontier T55 13.0|19.2|23.5|28.2 + Ziggo.

I believe UPX doesn't do anything for arm right?

Unless for those dreambox receivers the ${TARGET_ARCH} has some other value I guess.
In that case binaries do get compressed which causes problems on arm hardware (segfaults).
On mips there shouldn't be any problems.
You can try to run vsftpd by hand and see if it runs normally.

As to FTP (also applies to Telnet):
By default, an OpenPLi image has no password for the user "root".
No password is different from a blank password. You notice that when you use a linux commandline client, you do not get a password prompt, you are directly logged in. If however you use some sort of GUI or other tool, and that tool prompts you for username and password before attempting to login, you can't use that tool until you've set a password on the box.
Same applies for ssh, that also requires you to set a password before you can use it.

Permissions are not related to the password. Everything runs as root on the box, and root has access to everything.
