I am using on one of my NTBs W10 + Ubuntu 16.04 with i7-920xm.  There in BIOS is set TDC and TDP, turbo and multiplicator for best power without 'nop' cooling. Under W10 it works well - 2.5GHz for 4cores - without 'nop' cooling :-), 3.4 for 1-2cores, idle 1.2GHz. But under Ubuntu CPU works in 2 status only - 1.6GHz and 2GHz , idle 1.6GHz.

 

What I must set for full power of this CPU if I want same power as under Win ? Or Linux has problems with this ?

Which tool do you use under Linux to see the GHz values? Are you sure that they show correct values?
Xtrend ET-9200, ET-8000, ET-10000, OpenPliPC on Ubuntu 12.04

There top on bar is some utility. But I am checking it with lscpu | grep MHz . It displaying:

 

CPU MHz:               1599.000
CPU max MHz:           2000,0000
CPU min MHz:           1199,0000
 

If I am compilling , 8 threads are used and it is 1600 or 2000 only.  And into 1200 (if it is idle) is never set.

 

Does exist sone as CUP-Z under Linux ?

I installed 'i7z' now.

It seems, it works (it displays used multipl. freq, etc) ... but it is still strange lazy and a lot of C1 if is image builded...  ram is enought (32GB), both disks SSD.

 

Edit: utility in bar was indicator-cpufreq ... uninstalled and it seems, it is better

CPU is ok now.

 

But still I have one problem ... it seems, under 16.04 is very slow Teamviewer (I am using it as sharing this ntb). And time to time, if I am connected to this machine, several seconds I cannot do nothing - but If i try anything localy, all works well.

Updated to last version TV and still same.

 

This was not under 11.04 , under 14.04 it was worse, now it is horrible. If begon big response, I must run VLC and work over it - there is nothing problem.

Don't mess with the cpu frequency scaler. Leave it to the kernel with default strategy and all is fine. If often low frequency or high C states are used, that means there is nothing to keep the cpu's busy. Mostly it means the cpu is waiting for I/O. C1 state is only "halt" it does almost no power saving. It's always called as soon as the kernel has no work for only a picosecond, so perfectly normal. The cpu will be woken with the very next interrupt (which come around quite often) and nothing needs to be restored, that's only with higher C states.

All is ok now. There was problem, that from older ubuntu version there was installed cpufreq daemon and it blocked CPU to max 2GHz and NTB was slow. Now it works in 'on demand' with 4cores and 100% cpu using stable on 2.56GHz ( I am always looking for stable 4cores for whole time ... nonsence is looking maximum frequency, if then 10sec it running on 2.8GHz, but next 10s it goes to 1.2GHz, because is activated internal cooling), 1-2 cores over 3.4GHz and idle cca 1.2GHz.  Next problem with high cpu using with Teamviewer (cca 40-50% !!!) was solved too - reinstalled driver for HD5870 and now it is cca 10%, because GPU working its job.  I think, this problems was due my upgrades during years from 10 ... 11 ... 12 ... 14.4 to 16.04.

BTW if you want to know whether your cpus can run at full speed, trancode a video using libx264 or libx265. They know how to burn cpu cycles really efficiently!

I am using prime95 for it. If is cpu stable with it, then is stable for all.

I had a similar assembly to run for a laptop. but I ran into a problem. I need to force both my graphics cards through bios. who knows how to do this?
