Interesting idea. x86 is a big plus, but on the other hand 10-12W power is maybe a bit to much for just a cardserver.

You access the Argolis in the wrong mode I think, mine doesn't need any udev rules and you can reboot the box and the identifier will never change.
I don't have that problem either, after a reboot it is always the same. But if I unplug and plug back, it becomes ttyUSB3/4/5 instead of 0/1/2. This issue is adressed with the udev rules (which work fine as well).
That's what happens when you unplug devices when they're still in use / open. If you close them first, there is no such issue.

Likewise I've been using Dell "Nettops" with an Atom CPU. Only using 12 W of power.

Another idea, find someone who still has an xp1000, it will only use 6 W.

I have one, but as I sometimes need that for test purposes, the same problem as having cards in a box applies.

Same problem, if I need the H9 for testing, I lose my cardserver. This is why I don't want to use a box.

You may have a point. It also depends home many there are in the team, of at least one can test. we're ok.

Then use H9 instead xp1000 and xp1000 use as cardserver. I think, that use xp1000 for testing in future is very unlikely.
