And we don't have dtb and don't need dtb files.

I see some people have images of OpenPLI for the Wetek play and neutrino (Mecool KIII) those devices use the dtb.img (device tree) to boot.

You know that the dtb is a compiled version of dts and it is not readable. but that link countain the dts readable code.
Yep I know and that's why I gave you the link to our recipe which you could use to compile from dts to dtb
Still you didn't say what's your device but you could use a compatible kernel to your dts and change our recipe to your needs.
Our recipe is for amlogic arm64 if you want to use amlogic arm I can give you another meta link.

You can use any dtc (devicetree compiler) to compile dts to dtb. And vice versa, actually, but you'll use the labels and formatting. The one in Ubuntu works fine. I guess that much Google could have told you, so what is your real question?
Just a word of warning, dtb is a hardware description and you should really know what you're doing if you're making your own. On some boards it's possible to damage the hardware if you provide a bad devicetree, for example by setting too high I/O voltages or clock rates.

i am no a programer and i dont know what to do dtb file but
