I finally got my wish, I can watch 9xm in Thailand, only one problem , it's broadcast in MPEG-4.
My dreambox= 7020Si, with "Pli Jade" VLC=08.6i, IE7 , Windows XP Professional.
I tried the streaming it to my pc ( 1.9 pentium, 1 Gb ram )
It starts normal , after a 10 seconds or so the image freezes but the sound continues.
Another 10 seconds or so Explorer crashes.

OK, I kind of answered my own question.
I tried the same setup in a more powerful PC, ( 3.5 Pentium with 2GB ram ) on the same wireless LAN , it works flawlessly.
So, it's raw computing power.
If anybody can think of a way to make it work on the slower computer it would be nice

Did you try with just vlc instead of web-x-tv? In my experience the standalone vlc is more stable. Did you disable the h264 loopback filter in vlc? Did you try with a utp cable?
For slower pc's you might try the coreavc codec. It is faster than vlc. You'll have to use a regular mediaplayer instead of vlc.

Thanks to all, hardware decoding , no problem.
In case other people are interested, disabling the h264 loopfilter in vlc is a must !
The slower PC after disabling the filter is mostly watchable ( a small freeze here and there )
The better PC is flying !!

I forgot to mention, ( as suggested ) using the VideoLan only is definitely faster !

You must be on Iphone firmware v2+ unlocked
Add to Cydia this source : http://www.iphone.org.hk/apt/
Refresh sources , look for : vlc4Iphone , install & respring.
Open the program , click on continue , settings , turn on " Fix Drop Frame "
Go back , click on any play list, than add stream = your dreambox ip:31344, click add.
Now you should delete all the other items in the playtists (2)
Restart the program, click continue, click on the playlist with your dreambox than click on the dreambox IP and enjoy.
For channel changing you could run "insomnia" and go back to the wwwif or with the remote .
I was playing with mpeg-4 , it's choppy , if your LAN is good all other channels should be enjoyable.
On my wireless , I can roam around the house & garden ( big ) without any problems.
