Kodi does not handle bluetooth at all, "bluetooth settings" you might see in LibreELEC is a part of a LE specific addon and is not present in vanilla Kodi.
Pulseaudio can do this but the proceedings to achieve a working setup are pretty much OS specific and this question is better asked on the forums of your OS of choice.

Maybe better vu+ has to arrange that the Bluetooth remote commands can be retrieved by Kodi… could indeee be an OS thing in the bsp -or- someone needs to be creative and makes an ugly work-a-round.

There is a difference between bluetooth used for audio (which is what that quote refers to) and bluetooth used for the remote.

 

When you install the VU+ bluetooth utils it does install the broadcom bluetooth drivers (btusb.ko and bthid.ko), so it is enabled at the OS level. You can test that by pairing for example headphones or a keyboard.

 

The point is that the application (in this case Kodi) needs an interface layer that can talk to the bluetooth driver, and can map codes from the remote, which is what the VU+ Bluetooth plugin provides.
For example for the Wii BT remote, Kodi provides this: https://kodi.wiki/vi...mote_Controller, someone needs to make something like that for the VU+ Remote.
