No, it doesn't use the tuner, but it does use the SoC hardware.
Which IPTV channels? If they are in MPEG-TS format, or in another format that is pushed into the hardware mediasink, the bitrate viewer should work fine. For example a stream from another box. But streams processed in software, using external players, I doubt it. I've tried about 10 different public streams, none give bitrates...
See https://github.com/E...ool/bitrate.cpp, it accesses and reads the hardware demuxer.
Given this I wouldn't know of a reason why it wouldn't work on (some) DVB-C channels...
