I want to display the webcam stream with rtsp format in the pip window, but it is not possible. Is this a hardware or software problem? I have a Zgemma H9 combo

PIP is decoded by hardware. This means every stream playable using a reference starting with "1:" can be displayed in PIP properly.

In a nutshell, you need to use a StreamLink and change on the fly the video container of the rtsp stream to satisfy the above requirement.
