Who does mass downloads where? Afaik the weather of only one location will be retrieved, not any different of checking a website for your local weather.

When we offer our OpenPLi's API key in our plugin... it will become mass download... I checked a lot of weather websites and most of them do limit the number of downloads per day. With max 100 downloads per day you get easily to the limit. Even during a test implementation/evaluation phase I did a year ago, I reached it regularly. Even 'Buienrader' has this kind of limitation (at least a bit more than a year ago) with the free API.

Buienradar doesn't have an API KEY?
Only if you make an app you have to formally ask for permission, although they refer to "mobile applications" in that context, and this isn't a mobile application 
.
If the data is constantly displayed, either on display or in the skin, the code should do some caching, and not fetch the data every second, to avoid rate limiting issues, but that seems obvious to me.

But the last time I checked the key free buienrader api it gave me only data from 5 different towns closest to the locations you give… when you want more details you need an api key…
Until know I could not find an international api…
All other plugins use msn or an old outlook api that will expire soon or are already expired.

Are we talking about the same api? I get weather data on Uitdam (NL), Saerbeck (DE) and Isleham (UK), three small villages, using the same api as TheWeather...

I wonder, as I have four UK places in my TheWeather list, amongst which the small village I live in (population < 1500).
Every place you can find on the buienradar.nl website is also available in the API.

Sounds indeed that it is going to a better detection than some time ago….
Would be good to have an Api that can give us weather data without api keys from more countries….
Last time I investigated it I only found servers that went down at the end of that year or started to ask money for it… or at leas had an api key or when it was free only returns results from limited locations…
