Oscam is a CAM, Conditional Access Module, implemented in software (where CI module's are CAM's implemented in hardware).
You need a CAM to decode encrypted channels, and you need a smartcard with a valid subscription in the CAM to provide the keys to decode.
In other words, if you want to watch encrypted channels, you need a subscription from the provider. Oscam isn't something that allows you to watch what you want for free.
