added translation to secondinfobar setup videoenhancement - some additionsticket #248 updated and is waiting

ok, one more try
here's fresh update:
- HDMI-CEC plugin translated
- new strings added since previous update translated
- some minor adjustments/corrections
attached you'll find:
1. pli_po source (in case someone accidentally wanted to commit it to the repo )
2. and if not, compiled .mo attached as well, if someone would like to test it/use it anyway
//and ticket #248 updated of course...
