Every plugin came with its own po file for translation. If there is no translation for it than it fallback to the global available translation.
In foreca the term "clear" doesn't exist in the po file, so it fallback to the default available translation so it probably fallback to what you are pointing.
So you need to fix it there but this can have impact in OpenPLi where the term clear is also used in another context than weather.

No there is no reference to "clear" in the plugin itself. So I guess that it grab this value from the internet and then it is the default translation that is used.
