Mostly the capacitors near the heat sinks will dry out quicker than the other capacitors….By the way, is it possible to perhaps measure some voltages to make sure the PSU is indeed defective?
If so, where should I measure them and what values are expected?

As already mentioned here, you should replace all electrolytic capacitors in the mear of the heat sink with the other one.
One was obviously defective.
Measuring the electrolytic capacitors when installed is not very helpful.
The elcos are not expensive, usually the shipping costs are significantly more expensive.
Observe polarity.

Here is the update.
I replaced all capacitors within the green rectangle marked in the picture attached (right-hand side).
Perhaps more should be replaced?
I have also measured output voltages and they look like this. Most are zeroes. Only 2 are correct.

Since there is 13v on a pin, the IC is not exploded. Best is to change all caps , as told before. If still not working, then there will a voltage regulator on the main board broken. Is it worth do fix it?
Voltage regulator is probably OB2354AP. If this is it, then it costs just 1 EUR. Worth a try if the replacement of all capacitors does not help.

Thanks. I will replace all the 4 small capacitors as well as the biggest one I forgot about.
I also measured voltages with the connectors connected to the mainboard.
2 - 0
3 - GND
9 - GND
10 - 0
11 - 0
13 - 3,15V

You mean check the voltages on the mainboard?
But why are most voltages missing on the PSU?
By the way, can anyone with a working ET check the voltages coming out of the PSU? I would then compare the values with mine.
That would perhaps help me eliminate some possible causes.

Could it be an effect of dead battery? Probably not. Becasue as far as I can remember I have the latest bootloader.

Yes, I realize that. I'm just not 100% sure if I have it on my box.
Anyway, I would need someone with ET9000/9200/9500 who can check the voltages the way I did above so that it is easier for me to eliminate possible causes.

Difficult to judge this from a distance based on any 'voltages' measured when installed.
I have the et9200 here and have repaired it regarding the ELKO.
It's not the only one I was allowed and able to repair.
The box does everything that an e2 receiver should do in my opinion.
A flash after repair via USB was always necessary and interestingly, no Sec board has been defective so far.
Installing the old driver was always possible after the electrolytic capacitors had been successfully repaired and was therefore appropriate due to better media framework handling.
Are you sure the USB flash is actually being carried out?
Are you sure it's a working USB stick?
Preferably old and small or, as an experiment, just formatted in FAT?
