Not all set-top-boxes support h265/hevc. Some of them do support it, but only on DVB media (transport streams), not always on other media.

After changing for a new webcam (hikvision DS-2CD2455FWD-IW), I can get the webcam/rtsp stream displayed occasionally (using either H264 or H265). To make it short, I have the same issue as the one described in this post : "stream often is not show with the following error message: "No data received yet""

According to the specs it can also do H.264. So perhaps switch to that, and make sure it's set to 25fps?
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Pro (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)

I changed the frame rate to 25 fps per your suggestion and now rtsp stream is playing perfectly 
Note that I'm using H265+ encoding.

Do you never get the "no data received yet" message?
It does not changed anything for me, it seems i have to go back to openpli 4.x
there it works perfect!

@Peter, I don't get the "no data received yet". Note that I've updated my old webcam for a brand new one. This hardware upgrade and using 25 fps solved the problem.
