Complete block of 000000:000000 and ECMPid 1FFFF
Block of 1FFFF only (BISS no longer working)
Only 000000 and ECMPid 1FFF
All having revision 11711 then available from various sources…
Maybe the TS has one of these ‘derivates’

This is not true, for each change there is a revision, 11711 is only one, check here:

I was using an own compiled build, but i tested the 11711 from OpenPLi panel and it works without any problem.
The file oscam.dvbapi is not needed at all with 11711 for Tivusat to work, unless you want to prioritize a CAID to speed up the process by a few milliseconds, example with CAID 183D:

There are a lot of users who are using 11711 with no problems with Tivusat smartcard, all channels work good.
The only user who seems to have problems is Krime, he doesn't see RAI channels when scrambled (RAI 1-2-3?)
Now some questions for you Krime:
Do you use oscam or oscam-emu?
Have you deleted the old oscam.dvbapi from /etc/tuxbox/config/oscam ?
You said that with previous builds you used these settings under oscam.dvbapi:
I:0000:000000:213f # Rai 1
I:0000:000000:0d49 # Rai 1 HD
I:0000:000000:2140 # Rai 2
I:0000:000000:0d4a # Rai 2 HD
I:0000:000000:2141 # Rai 3
I:0000:000000:0d4b # Rai 3 HD
With the 11711 if you use these you basically block those channels when encrypted, a coincidence?
When you download a softcam from the panel, any CFG already present is not replaced by those included with the package, the new ones are renamed with .opkg if i remember correctly.
You can try this:
-uninstall Oscam
-delete all the Oscam cfg from /etc/tuxbox/config/oscam
-copy in the same folder only your oscam.server (which has inside rsakey and other things for your Tivusat card)
-install Oscam from panel and check if it works good
Eventually check the oscam log to see why it doesn't work on those Rai channels when encrypted.
