OpenPLi doesn't pre-install all the USB tuner that are supported (so other image does it). So issue lsub command in telnet or ssh to find you device id.
Based on this you can google to find out which tuner driver needs to be installed to enable your tuner.
I doubt that the plugin install the driver.

is it possible to support .webm format for video playback files?
I tested with openatv 7.4 , openbh 5.4 and Egami 10.4 images they all played .webm files without problem, but openpli 9 cannot play .webm files.
can you please fix that issue?

Is uses Google VP8 video, and Vorbis audio. It plays without problems on several boxes here. Including my VU+ Solo 4K.
I don't have an Uno 4K SE, but the mediasink is compiled with both VP8 and VP9 support.
I think the question is what is in your webm file? As in what codecs were used?
Currently in use: VU+ Duo 4K (2xFBC S2), VU+ Solo 4K (1xFBC S2), uClan Usytm 4K Ultimate (S2+T2), Octagon SF8008 (S2+T2), Zgemma H9.2H (S2+T2)

My VU+ Solo 4K uses serviceapp with exteplayer3. My uClan Ustym4Kpro doesn't have serviceapp installed, it uses the standard gstreamer.
Both play this specific file fine, but no idea if that says something about all webm files, as webm is a container, like mkv.

The chipset doesn't say much, even if a driver for that chipset is available, it must also support the USB ID of the device.
So it is very difficult to just go out and buy one, if you don't know the USB ID. Especially for modern devices that support 802.11AC, given the age of the linux kernel.
edit:
I checked what is available, most of the drivers are b/g/n drivers, max 300Mbps on 2.4Ghz.
Drivers that support 802.11ac are the 8812au, 8814au, 8821cu, 88x2bu, 88x2cu, 88xxau.
If you find a device, see if you can find the USB ID somewhere, then we can check if the driver supports it, or is possible patch the driver to add it.

For your test file I played it, no video just audio.
I have other .mp4 2k files. I tried to play. No luck. It says "Gtsreamer plugin AV1 decoder not available"
I use latest openpli 9

If some weird site is the problem, why not use a more standard format when you download youtube media, like mp4 ?
That site probably does a media conversion, who knows what and how.
The box is an STB, not a media player, the support for "exotic" codecs and encoding errors in the media is very limited.
If you use firefox, look at the "Video DownloadHelper" extension, so external site needed.

Kirkstone is in early development, to become OpenPLi 10. End-users should not install it unless they have the knowledge to build the image themselfs and know how do handle failures.
We might even go Scarthgap which is the current Yocto LTS at the moment.
Next release will be OpenPLi 9.1, based on the current develop. But there is no timing, there is a lot of Enigma development going on at the moment, that needs to stabilize first.

Why do you want to know, we moved over to Python 3 with OpenPLi 9. Develop now has v3.9.9

OpenPLi 10 will most likely be based on Yocto 5, which will have 3.12.
The version is only relevant for developers, or those wanting to run OE-A plugins on OpenPLi (as OE-A plugin developers in general are never bothered with backward compatibility).

The "developer that doesn't bother", or "those wanting to use OE-A images"? 
If the first, make sure you don't use python version specific code, or if you must. test for it and provide a fallback. If the second, you'll have to convince the developer not to use python version specific code...
