Can anyone please help me to generate a LC_TIME file for my language?

I have seen some examples of LC_TIME Category, but I can't make it work. Does it need to be converted to some other format or am I doing something wrong?

Here is the LC_TIME file (don't pay attention to the file extension): LC_TIME.txt

Never mind, I generated that file on Ubuntu.
