openpli 4.0 install no-ip

I have this version 4.0, but I have no way to install a plugin to no-ip with this image, for dydns if that from the plugin settings through let me download a program, but only for dyndns, no-ip not for I tried installing some plugins that run through there but it always gives me the same error:

Install oscam

I download the latest version of oscam oe 2.0 8950... but is a file with extension .tar.gz,  I have understood that these files can not be installed through OpenPLi?

To download oscam ipk oe 2.0 with extension ipk , where I can find it.
