What I did:
Yesterday
restored my 8.0 backup
disabled both tuners
reboot
removed the T330 drivers
reboot
flashed 8.3 with settings restore
reboot
software upgraded to the latest
reboot
installed the VTI driver
Today
disabled both tuners
reboot
uninstalled the VTI driver
reboot
tried to install the provided driver - failed
installed the VTI driver
reboot
enabled both tuners

I did try that (and I forgot to mention it), the result is the same 0%
