It is easy during the installation wizard you are prompted for the language you want to use once it is installed you can change the language in the Menu - Parameters - System - GUI paramaters - Language and there select the french flag.

Done the PR is created it include the hr.po from zeljko2 (but updated too with the latest changes so it will need review) and of course the fr.po
